Portugal in the ITU Council

Portugal has been a member of the ITU Council, since 1994. The Council is the body charged with ensuring that, in the intervals between Plenipotentiary Conferences, the activities, policies and strategies of the ITU are consistent with those set out by the Plenipotentiaries. The Council is also responsible for ensuring the smooth day-to-day running of the Union, at an operational, financial and administrative level. Since Portugal's election to the Council, under Region B (Western Europe), ANACOM has taken on the role of participation.

Portugal's work in the Council has been praised, and the country is recognised for its dynamism and for the active contribution it makes to the Council's work. In previous elections Portugal obtained extremely satisfactory results: In 1998 (PP-98), Portugal was the most voted for country, receiving a total of 142 votes, and following Germany, the second most voted for country in Region B in 2002 (PP-02). Since 2002 (PP-02), Portugal has achieved a greater visibility by being invited in PP-02 to preside over the Council in 2002/2003, and also by the fact of having assumed since 2003 the chair of the New Council Oversight Group (COG/ NCOG). This group is charged with organising suitable management systems in order to ease the Union's current financial difficulties. Through its membership of the respective Council Group, the Portuguese Administration has also taken an active role in the process of drawing up the Union's strategic and financial plans. These plans form one of the key issues up for debate at PP-06. Before 1998, Portugal had only been a member of the ITU Council between 1947 and 1952.

During the course of the Plenipotentiary Conference (PP-06), Portugal was elected to the Council of the ITU. With 121 votes, Portugal joins 7 other countries from Region B (Western Europe): France, Spain, Switzerland, Germany, Sweden, Italy, and Turkey.

The council is comprised of a maximum of 25% of the total number of Member States, which are elected by the Conference. The current Council is comprised of 46 members.

In elections to the Council, prevalence is given to the principle of equitable geographic distribution, with the following allocations: Region A (Americas) - eight places; Region B (Western Europe) - eight places; Region C (Eastern Europe) - five places; Region D (Africa) - thirteen places; e Region E (Asia and Australasia) - twelve places. Each country can vote for members of any region, given that the elected countries within each region are not there to represent their region but all the members of the union.
