Decisions on the promotion of the information society and development of ICT


Several Resolutions were approved with the aim of reflecting the results of the World Summit on the Information Society (WSIS) and seeking to promote development in the area of the information technologies, specifically:

  • A new Resolution, approved in the ?business package?, on the issue of security, in which Portugal was directly involved through its support for proposals coordinated in Europe [COM5/7];
  • A new Resolution on the participation of the civil society in those ITU activities that are related to the WSIS [WG-PLEN/7];
  • The revision of Resolution 101 on Internet Protocol (IP) based network, that seeks the adaptation of IP-based networks to the results of the WSIS and reinforces the importance of Next Generation Networks, citing further the importance of international Internet connections;
  • The revision of Resolution 102 - ITU?s role with regard to international public policy issues pertaining to the Internet and the management of Internet resources, including domain names and addresses;
  • The revision of Resolution 130 - Strengthening the role of ITU in building confidence and security in the use of information and communication technologies;
  • The revision of Resolution 131 - Information and communication technology index and community connectivity indicators;
  • The revision of Resolution 133, which calls for cooperation with a view to the development and expansion of the international domain name system, given that the current system does not reflect the linguistic needs of all its users, and reinforces the role of the Member State Administrations in domain name management. This Resolution aims, therefore to narrow the linguistic, digital divide and to ensure the participation of all citizens in the new emerging society;
  • A new Resolution which aims to define the role of the ITU in the development of telecommunications and information and communication technologies, giving impetus to the creation of the information society, as well as the ITU ?s role in the availability of technical assistance and experts to support and advise developing countries. It also aims to define the role of the ITU in the implementation of national, regional and interregional projects within this scope [WG-PLEN/1];
  • A new Resolution on setting up cooperation mechanisms between the Members of the ITU, in order, on the one hand to strengthen the role of telecommunications and information and communication technologies in monitoring and managing emergency and disaster situations, focusing on advance warning, prevention and aid in case of catastrophe, and on the other hand to provide appropriate humanitarian assistance, in particular in developing countries [WG-PLEN/2]; and
  • A new Resolution that defines the role of the ITU in the implementation of the results of the WSIS, calling for the continuous adaptation of the ITU while taking into consideration technological developments and the potential of such developments to make a significant contribution to building an inclusive information society [WG-PLEN /6].
